Japan's expressways are operated by three regional NEXCO companies (East, Central, West) plus urban expressway operators. Tolls are among the highest per km in the world but roads are pristine and well-maintained.

Why are Japanese expressway tolls so expensive?

Japan's expressway network was financed entirely through bonds, with tolls used to repay construction debt. Unlike European countries that received EU infrastructure grants, Japan's highways were self-funded. The NEXCO companies are gradually retiring the debt, with some routes expected to become free after 2065.

What is the NEXCO Tourist Pass?

Foreign visitors renting a car can purchase flat-rate expressway passes (e.g., ¥14,000 for 14 days of unlimited driving on NEXCO East routes). These represent enormous savings — the Tokyo–Osaka round trip alone would cost over ¥11,000 at regular prices. Available via your car rental company with a foreign passport.

How does the Tokyo Metropolitan Expressway (Shuto-ko) pricing work?

The Shuto-ko uses distance-based pricing with a cap. Standard cars pay ¥310–¥1,320 depending on entry/exit points. ETC users get variable pricing (cheaper at night and on weekends). Without ETC you pay a flat ¥1,320. Congestion pricing is also applied during peak hours on some routes.

Are there free alternatives to expressways in Japan?

Yes — Japan's national route network (国道, Kokudo) is free. Routes like the old Tokai-do (Route 1) between Tokyo and Osaka are free but take 2–3 times longer. For scenic drives, many prefectural roads (県道) are free and beautiful. Apps like Yahoo! カーナビ let you filter "expressway-free" routing.

Can I drive without ETC in Japan?

Yes, but cash-only lanes (一般) are increasingly limited and can cause delays. Some modern interchanges are ETC-only.
